B6 SPOKANE CHRONICLE, MARCH 18, 1986 REGIONAL Tar heroin Northwest law agencies struggle to stem flow of new form of drug Associated Press PORTLAND Pacific Northwest law enforcement officers are grappling with the difficult chore of stemming the import of Mexican "tar" heroin into the region. Authorities told The Oregonian newspaper that the relatively new and inexpensive heroin is the responsible number for of laramatic overdoses rise in drug the Portland area. In Multnomah County last year, 57 people died after overdosing on tar heroin, a form far more potent than other varieties of the drug, such as "China white" or "Mexican That was more fatal doses than in San Francisco and Seattle combined. Thirteen more addicts have died of heroin overdoses in Multnomah County this year. By comparison, there were only 24 heroin deaths in the county in all of 1984.

Law enforcement officials say the tar is produced in Mexico and smuggled into the United States and up the West Coast from Califork)b. Many couriers are illegal aliens, police say. The drug costs about $500 per ounce in Mexico but brings about $6,000 in the Northwest. Police say the heroin enters the Pacific Northwest on two routes that follow the Interstate 5 corridor. One route goes directly through the Tri-Cities area ending in the Yakima Valley.

Police believe the Yakima Valley serves as a distribution point for all of Washington. The second route passes through the Woodburn-Salem area en route to Portland. Authorities believe those who the drus into the region are online loosely allied and there is no single "Mr. Big" operating the Northwest heroin ring. The real leaders live in Mexico, they say.

OBITUARIES Phyllis Hinshaw Graveside service for Phyllis Hinshaw, 79, will be at 2 p.m. Wednesday at Fairmount Memorial Park with Ball Dodd Funeral Home South in charge. Mrs. Hinshaw, lifetime area resident, Sunday at Sacred Heart Medical Center. Daughter of David E.

and Bessie Sheppard, she was born Sept. 14, 1906, at Ritzville, and was reared on the family farm at Harrington. She was graduated from Harrington High School in 1926 and became a telephone operator. She worked in Colfax before returning Spokane Harrington, Spokane, Ritzville, and in 1951. She retired in 1966 as traffic representative in the commercial department.

Mrs. Hinshaw was a member of Eastern Washington Chapter 47, Telephone Pioneers of America. She married Thomas "Monty" Hinshaw in Spokane in 1933. Survivors include her husband, at the home in Spokane, and one brother, Darrell Sheppard of Spokane. Thornton Hodges Service for Thornton Hodges, 90, a lifetime resident of Oakesdale, was Monday at Community Presbyterian Church in Oakesdale.

Burial followed at Oakesdale Cemetery with Bruning Funeral Home in Colfax in charge. Mr. Hodges died Wednesday at Tekoa (Wash.) Care Center. Son of William Thomas Hodges and Anna L. Hodges, he was born Aug.

24, 1895. He attended Whitman College in 1916 and served with the Artillery Corps in France during World War I. Mr. Hodges was a wheat and pea "I'd say we have a very serious problem," said Lt. Chuck Karl, who heads the Portland police detective unit that investigates narcotics.

Mexican tar first came to the attention of Northwest law enforcement agencies when it turned up in the Tri-Cities area in 1979. During the next several years, police cies throughout the Yakima Valley began turning up tar heroin with increasing frequency. Now it is spreading throughout the United States. "Three years ago the Northwest was the only place we saw tar heroin," said Robert Dreisbach, an intelligence officer with the U.S.

Drug Enforcement Administration in Seattle. "Within the last 12 months, it has been encountered in the Southwest, the central and south central portions of the country. "The network, which has its roots in the Northwest, expanding its base of operations," "he said. Riddle Service for Eastern Washington pioneer Minnie L. Riddle, 97, was today at Strate Funeral Home in Davenport, burial at Mountain View Cemetery. Mrs. Riddle died Friday at Lincoln Convalescent Center in Davenport. Daughter of George F.

and Sarah Jane Bowers, she was born Oct. 25, 1888, at Egypt, Wash. Mrs. Riddle and her husband, Walter L. Riddle, had a wheat farm north of Davenport for a number of years.

She lived in the Davenport area most of her life and was a charter member of North Star Grange. Mr. Riddle and a son, Wayne Riddle, died in 1977. Survivors include one daughter, Velma Hansen of Davenport; one son, William L. Riddle of Juneau, Alaska; seven grandchildren; 13 great-grandchildren; and nine great-great-grandchildren.

Judge orders city attorney to act on initiative petition Associated Press TWIN FALLS, Idaho Fifth District Judge Daniel Meehl has ordered Burley City Attorney Bill Parsons to act on an initiative petition submitted by the Idaho Neighbors Network in January. Meehl told Parsons he has 10 days to assign a ballot title to the INN's petition. The INN hopes to force an election to change the city's policy on rates and winter shut-offs for electricity. "If there's any continual stalling of the amended petition dated Jan. 23, I would urge you to resist it," Meehl told Parsons.

INN spokesman Roger Sherman called Meehl's ruling a "victory of Since September, the INN has submitted four requests for a ballot title. Parsons rejected three of the documents, citing technical deficiencies. When the fourth amended petition was submitted, the INN included a writ to force the matter into court if the city did not take action. Once the ballot title is assigned, the INN will have to gather the signatures of 20 percent of the registered voters, or 590 names, before an election can be held.
